Shortly after ten o’clock, Sergei Lavrov entered the hall in Skopje, the 73-year-old foreign minister went to his chair with a motionless expression. Russia is placed between San Marino and Romania. The Council of Ministers of the Organization for Security and Cooperation in Europe (OSCE) is holding its annual meeting, but Lavrov is not welcomed by anyone. He hardly seeks any contact himself. But unlike a year ago, when Poland did not issue Lavrov a visa for the OSCE meeting, this year he was allowed to arrive and use the international stage.
