Torrential downpours after a week of mostly steady precipitation caused flash floods in New York on Friday, disrupting subway service, flooding ground-floor apartments and turning some streets into small lakes. A state of emergency has been declared in the most populous city in the United States.

Nearly 8 inches of rain fell in parts of the megacity, enough to allow a Central Park Zoo sea lion to briefly swim outside the confines of its pool enclosure. A few additional centimeters were added Friday during the day.
