Neubiberg – biomass plant stinks local residents – district of Munich

A possible biomass processing and composting plant at Carl-Wery-Strasse 63 in Neuperlach is still a thorn in the side of the direct residents in Neubiberg. In a letter to Munich’s Lord Mayor Dieter Reiter (SPD), the citizens’ initiative for Neubiberg calls on the city to reject Werner Garten- und Landschaftsbau GmbH’s recent application for a preliminary decision. “We want to create clarity before something is approved by the public,” says BI spokesman Oliver Hellmund, who is surprised that the new application has not already been rejected as well. The initiative, which previously called itself “Clean Air for Neubiberg”, fears noise and stench on the part of the community due to the system planned right on the city limits.

3600 signatures against the project

An application for the construction of such a facility had already been submitted to the city in 2018. At that time, the citizens’ initiative handed over 3,600 signatures from residents of Neuperlach, Waldperlach and Neubiberg to Munich’s mayor against the location. Because of the “massive odor and noise pollution” to be expected, the project in the immediate vicinity of residential areas is unreasonable, the initiative argued. The city’s Department of Health and Environment eventually issued a negative decision; the system was judged to be inadmissible under building planning law. The applicants filed a lawsuit against this. According to a spokeswoman for the city’s department for climate and environmental protection, the procedure has not yet been decided.

As the department confirms, there is now a new application and, according to information from the citizens’ initiative, this has the same content. It is therefore incomprehensible why the city has not yet rejected this, according to BI spokesman Hellmund. The city’s environmental department says the application is not yet complete and therefore not verifiable. As a result, no statements can be made about the approvability. Also, there are two different applicants. According to information from the initiative, the first application came from an “Object Management GmbH and Co. KG, Carl-Wery-Strasse 63”, the current application was submitted by Werner Garten- und Landschaftsbau GmbH.

According to the application, leaves, green waste and the like are to be shredded, washed and then dried and pressed into a low-emission and energy-dense fuel in the plant. In addition, green waste should be composted.
