Neubiberg – A container village for refugees – District of Munich

The name sounds almost homely, and in fact the intention behind the project is to offer the people who will move in here a home longer: the district of Munich and the municipality of Neubiberg call the facility, which they set up at the eastern end of the runway in the landscape park and in which up to 432 people who fled from the Ukraine should find a temporary home. The Neubiberg municipal council unanimously approved the project on Monday evening. “It is a task for society as a whole,” said Mayor Thomas Pardeller (CSU) about the admission of Ukrainian refugees. It is important to give people a good home.

To date, around 5,000 refugees from Ukraine have arrived in the Munich district. This poses great challenges for the district office and the communities, because people need a place to stay longer after the end of the war is in sight. Many Ukrainians have found private accommodation, but because this cannot be a permanent solution, container facilities are currently being set up in various places. Because he is of the opinion that the accommodation of the refugees can only be solved in solidarity with all district municipalities, Neubiberg’s mayor offered the district office plots of land early on. Around 170 people who have fled the Ukraine are currently living in Neubiberg alone.

The two-storey container houses are planned at the eastern end of the runway in the landscape park between Neubiberg, Ottobrunn and Unterhaching.

An area on Schönswetterstraße proved to be unsuitable from a building law point of view. The choice of location for the temporary buildings fell on the runway, where there was already an air dome for refugees, mainly from Syria, in 2015. Smaller parts of the area are in the Ottobrunner and Unterhachinger municipal areas.

The 13 rows of buildings should reach up to 50 meters from the skate park there. Two-storey buildings with several residential units for up to six people each are planned. “It was mainly women with children and older people who came,” explained Rita Burkhard, the new head of the Neubiberg regulatory office, about the project. There will be kitchens, as well as social rooms where children are looked after. In addition to a social service, a security service will be on site.

As in 2015, the main entrance will be “Auf der Heid”, with access via Finsinger Feld. The area is to be fenced in with a green strip. According to Burkhard, leisure traffic on the runway should remain possible as before. The landscape park between Neubiberg, Unterhaching and Ottobrunn is a popular local recreation area for the people of the three communities. The first residents of the settlement are to move in in consultation with the municipality of Neubiberg in September, the operation of the system is initially designed for 24 months.

The facility is fenced in – to protect the residents from the outside

Pardeller received praise from the board for his proactive commitment. At the same time, Nicola Gehringer (CSU) raised the question of the integration of school children in the classes and worried about the schools being “overburdened”. She learned from Burkhard that there would be no classes at the facility. Schooling will generally be based on Sprengeln, but children will also be “assigned according to need” so that they can go to school in Unterbiberg, for example. Gehringer also suggested that residents be informed. In 2015, the air dome could be inspected before it was put into operation. That helped to understand. Pardeller was open to this.

Stephanie Konopac (Free Voters) wondered about the planned enclosure; families with children would come, who should be protected from whom. She worried that residents might feel trapped. According to the head of the public order office, Burkhard, it is about protecting the residents from the outside world. However, she also hopes that they do not feel trapped. Because it is a state facility, the district office and municipality have to follow the guidelines at a glance. But although the district office takes on a task of the Free State with the construction of the system, the district first has to make financial advance payments. In the end, however, the Free State will bear the costs, according to the promise.

Walter Schuster from the district office thanked the community of Neubiberg for their cooperation. According to Schuster, in addition to Neubiberg, container villages are also planned in Unterschleißheim and Oberhaching. In neighboring Unterhaching, at the other end of the runway, there is already a facility for 260 people.
