Nearly 5 million booklets A are inactive

A report delivers a composite portrait of the holder of Livret A. In these statistics, a few surprises. Where are they most numerous? How much money is there? Who are the savers?

Livret A is more than ever the preferred investment of the French. With 56 million passbooks A recorded at the end of 2022, their number increased again last year (+300,700), according to the latest annual report of the Banque de France on regulated savings. Today, there are more than eight out of ten French people (81%) who hold a livret A. Age, place of residence, average amount outstanding… What is the typical profile of the owner of a livret A today in France? Le Figaro dove into the data.

The Banque de France does not provide information on the sex of the holders. On the other hand, it has data on their age. The 25-44 year olds thus constitute the most represented age group (26% of booklet A holders), just ahead of the 45-64 year olds (25%). These figures stick almost perfectly with the age structure of the French population.

In terms of outstandings, on the other hand, it is those over 65 who hold the most money in their accounts (34% of total outstandings).

The average amount on French A booklets also continues to increase. The average outstanding amount is currently 6,351 euros for a natural person, compared to 5,821 euros in 2021 and 5,546 euros in 2020. And if around 10% of savings accounts A exceed the regulatory ceiling of 22,950 euros, a third (34%) n does not exceed 150 euros.

More than ten years of seniority for the majority

Geographically, it is in Paris and in the Hauts-de-Seine that we find the most booklets A in proportion to the population. The detention rate in these two departments even exceeds 100% (115.1% in Paris, 113.3% in Hauts-de-Seine). Rates that can probably be explained by taking into account in the calculation the booklets A opened by legal persons, natural persons being prohibited from holding several booklets A.

Outside Île-de-France, it is in Mayenne that we find the most inhabitants with a booklet A (95%). If we look at where the French put the most money in their savings account, the ranking changes completely, since it is dominated by Lozère (7,983 euros in average assets), Haute-Loire (7,693 euros) and Aveyron (7603 euros).

In terms of the use of the booklet A, we see that it is an investment which savers do not touch very often. On average, a livret A registers 5.4 payments and 6 withdrawals per year, i.e. approximately one movement per month, with an average amount paid of 682 euros and an average amount withdrawn of 493 euros. Here, we are only talking about active A booklets. Because 4.9 million booklets A have been inactive, either without a payment or a withdrawal, for at least five years. These thus represent nearly 9% of savings accounts in circulation.

The Banque de France also notes that the livret A is “stable savings“. A majority of booklets A in France (59%) are over 10 years old, and more than a quarter (27%) are over 20 years old. One out of ten (11%) even has more than 40 years of seniority. Probably also because the booklet A is an investment that one subscribes very young. In 2022, 34% of openings of booklets A were made by students or minor children, when these have a weight in the population of only 8%.
