Munich: Pasinger social community center moves into new building – Munich

The Pasing social community center is moving. After 22 years in the Pasing town hall, the contact point for economic and social assistance, together with the job center, is moving to a new building on the corner of Landsberger Strasse and Offenbachstrasse at the end of February. The new building, part of the “Paseo Carrés”, is located just 200 meters into the city from the current location. The long-awaited move due to the acute lack of space in the town hall was originally planned for spring 2022. But then there were delays in the construction of the Paseo Carré.

On the former railway general cargo site, in the immediate vicinity of the Pasing Arcaden and opposite the future cultural community center, around 200 condominiums are to be built in addition to the seven-story office complex rented by the social department. One hundred one- and two-room apartments in an apartment building and 95 two- to four-room apartments as well as three penthouse apartments in five other buildings. The developer of the Paseo Carré is the real estate developer M-Concept from Grünwald, whose projects also include the orphaned “Sendlinger Loch” construction site.

M-Concept sold the Carrés office complex at Landsberger Straße 474 in 2019 to the company HIH-Invest Real Estate GmbH from Hamburg, which acquired it for a professional pension facility. A general construction contractor was initially responsible for the construction, but in autumn 2022 there was a falling out between M-Concept and the general construction contractor – according to M-Concept due to “different assessments of construction, adherence to deadlines and economic viability”. The construction site then came to a standstill and nothing worked.

In April 2023, HIH Invest itself took over the project management for the part into which the social community center is now moving and built the house with another construction company. However, the people of Hamburg know the first general construction contractor from other projects and emphasize the always good cooperation with him. This office building has now been completed for a month, there are already tables and office chairs in the rooms, and a small triangular area in the backyard has already been greened. The residential buildings, on the other hand, are still equipped with scaffolding, and in some cases there is little more than the shell of the building.

When will things continue there? “The entire underground car park was recently completed for all components, as was a large part of the screeding, drywall and installation work in the apartment building,” explains M-Concept when asked by SZ. The excavation pit for the townhouses has also been “prepared”. The project developer “regrets” that there were delays in the completion of the property and assures that they are working “intensively on solutions”. “We cannot give a specific end date for all components at this point in time.”

Around 50 home buyers have come together

For the buyers of the apartments, many of whom are now struggling with more expensive loans and additional costs that have not been taken into account for their current apartments, this delay is unacceptable. Around 50 have now joined forces, some have called in their lawyers or filed a lawsuit.

HIH Invest, as asset manager for the office building, is “working with the parties involved to find a solution to mobilize the almost standstill housing project again”. Also out of her own interest, she shares an underground car park and outdoor areas with the apartment owners.

The social community center will open its doors at the new location for the first time on Monday, March 4th. Then under a new name: In the future, the facility will be called Sozialbürgerhaus West because, in addition to Pasing-Obermenzing, it is also responsible for the districts of Aubing-Lochhausen-Langwied and Allach-Untermenzing.

At the same time, the move out of the social community center alleviates the lack of space in the Pasing town hall. Municipal traffic monitoring will move into the freed-up space, and according to the district administration department (KVR), “an expansion of the citizens’ office and further spatial optimization of our offices located there are planned.” The insurance office, whose Pasing branch was moved to Implerstrasse in June 2020 due to space constraints, should not return to Pasing – contrary to the demands of Pasing’s local politicians. The reason is that the location on Implerstrasse is centrally located and therefore easy to reach for all Munich residents. The option of telephone advice there is being increasingly used. On the other hand, the re-establishment of an insurance office branch in the Pasing town hall would “mean additional effort and additional personnel requirements,” explains Margarete Arlamowski from the KVR. This is therefore “neither possible nor sensible”.
