Since Whit Monday, the Catholic Church has had new rules about what actually constitutes a miracle. For example, miracles must be proven to a person, which is foreign to the Vatican, so that they can be canonized after their death. This can be a spontaneous healing that cannot be explained medically. Now the Vatican wants to be more critical in its assessment and examine potential miracles more strictly in the future.
