MAP. Property tax notices are coming, and they’re up

Property tax notices are put online from this Wednesday, August 30, 2023 for non-monthly taxpayers. This tax concerns built land for individuals, i.e. 32 million owners.

Last year, it brought 29 billion euros to municipalities and their groups. This year, the property tax will bring in even more, because the way it is calculated means that the bill will increase for all taxpayers. In some cities, an additional layer of augmentation will be added.

How is property tax calculated?

To calculate this property tax, we multiply a “rate” (voted by the community) by a “base” (“the rental value”). The latter evolves each year according to the inflation observed in November.

However, in November 2022, inflation was 7.1%. All property taxes will therefore increase accordingly. This is an unusual level of increase: you have to go back to 1986 to find such an increase.

Cities add a layer of augmentation

In some cities, which have voted to increase the rate, the increase will be even greater. Some communities have to compensate for the abolition of housing tax for main residences.

According to the president of the Association of Mayors of France (AMF), David Lisnard, 19% of cities with more than 40,000 inhabitants voted for an increase. If we are positive, we will remember that 81% have chosen to maintain the rate…

When does the property tax notice arrive?

When the notice is sent depends on how you pay this tax. Non-monthly taxpayers receive their notice online from Wednesday August 30, 2023.
For monthly taxpayers, the notices are published from September 22, 2023.

If you opted to receive it in paper format, you will receive the property tax notice between September 18 and October 6.

When do you have to pay it?

If you pay online, the payment deadline is October 21, 2023 at midnight, with a debit from your account five days later.
For other methods (cheque, transfer, cash, etc.), the deadline is October 16, 2023.
