MEPs discuss in committee the future of the repeal of the pension reform

The Social Affairs Committee which meets this Wednesday morning to examine the Liot bill on the repeal of the pension reform begins in an electric atmosphere.

Proof of the stake: a large majority of the LFI group is present to attend the debates and has requested a new, larger room to accommodate them.

Éric Coquerel, the rebellious chairman of the Finance Committee, ruled this text admissible on Tuesday.

If you haven’t followed anything, we summarize the different scenarios on the table at the end of this meeting here.

Coquerel judges that “macronie has a problem vis-à-vis parliamentary democracy”

Éric Coquerel strikes back. Accused by the presidential camp of having taken a “political” decision, after declaring the Liot text on pensions admissible, the rebellious believes on BFMTV-RMC that “Macrony has a problem vis-à-vis parliamentary democracy “.

“As a minority, she will look in the regulations, the laws – sometimes at the limit of legality – which allows her to pass texts without a vote”, judges the president of the finance committee.

Repeal of the pension reform: for Coquerel, “the desire to try to censor the bill is political”

Guest of BFMTV-RMC, Éric Coquerel denounces a “political and partisan will of the members of the majority” to “censor” the Liot bill. The text consists in particular in repealing the postponement of the legal age of departure, provided for by the pension reform.

For him, the presidential camp “decided” to “seize” him under article 40 on this text in his capacity as chairman of the finance committee, “so that this text does not reach the Assembly” , because they “know they are in the minority”.

Liot text declared admissible: Coquerel defends a decision taken “in the name of jurisprudence”

This Tuesday, Éric Coquerel declared admissible the Liot bill, consisting in repealing the postponement of the legal age of departure, provided for by the pension reform. The draft evader had been seized in his capacity as chairman of the finance committee under article 40.

This provision specifies that any bill which presents a new financial burden for the State must be financially compensated.

“This law was guaranteed”, defends Éric Coquerel on BFMTV-RMC, also explaining his decision in the name of “the jurisprudence of the parliamentary initiative”.

Repeal of the pension reform: Marleix judges that Coquerel took “a somewhat political decision”

On Public Sénat, Olivier Marleix believes that Éric Coquerel took a “slightly political decision”. “Article 40 of the Constitution is very clear”, underlines the boss of the Republican deputies. While acknowledging nevertheless that it is customary to be “more flexible on the PPL (proposed law) than on the amendments which [créent] a load”.

Text on the repeal of the pension reform: for Olivier Marleix, “it’s a blow for nothing”

“A blow for nothing”. This is how Olivier Marleix judges the Liot bill consisting in particular in repealing the postponement of the legal age to 64, provided for by the pension reform.

“All of this will come to nothing,” said the boss of the Republican (LR) deputies.

“Everyone knows that this text could not be adopted in the Senate”, the majority of which is in favor of pension reform, argues the deputy for Eure-et-Loir.

“Make the French believe that it could lead to something, it does not help much,” he still believes.

The boss of the Liot group evokes “the hypothesis” of a motion of censure if “the rights of the opposition are flouted”

They are ready to think about “all the alternatives”. Guest of Public Senate, the president of the group Liot Bertrand Pancher indicated that a motion of censure is a “hypothesis” if “the rights of the opposition are violated”, just like the fact of “no longer sitting” at the National Assembly.

In question: the text defended by his troops, which consists in particular in repealing the postponement of the legal retirement age. Fearing a major setback, the Macronists do everything to prevent his vote, and line up behind article 40 of the Constitutionaccording to which parliamentarians cannot propose measures creating an unfunded expenditure.

Is the bill to repeal the pension reform really inadmissible?

The oppositions and the majority oppose on the question of the admissibility of the text to reconsider the retirement at 64 years. If constitutionalists judge that on paper, it contravenes the respect of an article of the Constitution, others point to the respect of the parliamentary initiative.

An LR deputy who voted for censorship replaced a few hours before the decisive vote in committee

A few hours before a decisive vote on the Liot bill, Justine Gruet, deputy Les Républicains who had voted for the motion of censure against the Borne government, is replaced by Veronique Louwagie.

The balance of power therefore evolves slightly in favor of the presidential camp because Thibault Bazin, who had not voted for censorship, is replaced by Anne-Laure Blin. This LR deputy from Maine-et-Loire had not voted for the motion of censure either in March.

According to our estimates, if all the parliamentarians of the Social Affairs Committee are present, 34 (including 2 Republicans) could therefore vote against the deletion of the article repealing the postponement of the legal age, and 38 (including the 6 LRs) could vote for.
