The context

  • Videos, some of which have been authenticated, show ukrainian military executing Russian prisoners of war. The Ukrainian presidency promises that those responsible will be brought to justice, but some officials are more ambiguous.
  • The European Union (EU) decided on Thursday on an embargo on Russian coal, which will come into force at the beginning of August, and the closure of European ports to Russian ships, as part of a fifth round of sanctions against Moscow. At the same time, the EU has offered to increase funding to provide arms to Ukraine by 500 million euros, which would be increased to a total of 1.5 billion since the start of the invasion.
  • The UN General Assembly, made up of 193 member countries, suspended Russia on Thursday from its seat on the United Nations Human Rights Council. Moscow denounced a suspension “illegal and politically motivated, aimed at ostentatiously punishing a sovereign member state of the UN which pursues an independent domestic and foreign policy”and decided on a ” anticipated termination “ of this advice.
  • the “new mayor” proclaimed by pro-Russian forces in MariupolKostiantyn Ivashchenko, announced that“about 5,000 people” had died among the civilian population of this Ukrainian city, besieged for weeks by the Russian army and its separatist allies. The estimates of the Ukrainian authorities are higher.
  • Twenty-six bodies were extracted by Ukrainian rescue workers from the rubble of two bombed apartment buildings in Borodyanka, northwest of Kyiv. The situation in this city has been described by Ukrainian President Volodymyr Zelensky as “much more awful” than in Boutcha, where massacres of civilians were committed.
  • Russian troops have loosened their grip around Kyiv in recent days with a view, according to Moscow, to a concentration of the Russian offensive in eastern Ukraine. The days to come will be for civilians in the east of the country ” the last chance “ to evacuate the area, local authorities warned on Thursday.
  • The President of the European Commission, Ursula von der Leyen, and the head of diplomacy of the European Union, Josep Borrell, traveled on Friday to Boutcha, in the suburbs of kyiv, to express their “unwavering support” to Ukraine in its fight against the Russian invasion.
  • Moscow has recognized “significant losses” within its army deployed in Ukraine, said Kremlin spokesman Dmitry Peskov, without quantifying them. “It’s a huge tragedy for us”he lamented.
