This decision was made against a backdrop of fear for national security and a desire to protect Americans. It follows the voluntary commitment made in July by around fifteen American companies, leaders in the sector (Microsoft, OpenAI, Amazon, Meta, Google, etc.).

Then, the federal authorities will develop standards and monitor their compliance. The first task will be entrusted to the National Institute of Standards and Technology while various organizations (ministries of homeland security, energy) will ensure that strategic, energy, chemical and nuclear infrastructures are protected. The government will also set up an advanced cybersecurity program to develop AI tools to detect and correct vulnerabilities in the most strategic software. The United States also wants to protect itself against the design by AI of biological or bacteriological weapons
