US President Joe Biden, Israel’s closest ally, wants a deal. Out of concern for the well-being of those who have been abducted for over 200 days. But also out of concern that an ongoing war in Gaza could jeopardize his re-election in November.
The Qatari government, the Hamas leadership’s closest confidants, wants the deal. Because Qatar risks losing its status as an important ally of the USA outside NATO if it does not deliver.
