The Human Rights Council is probably the most controversial body of the United Nations. Again and again, following the regional proportional representation of the UN, states are elected to the round of 47 members that are themselves responsible for the most serious violations of human rights. Just a few weeks ago, after intensive lobbying efforts by Beijing, 19 governments prevented the council from holding a debate on the situation in the Chinese province of Xinjiang, where the Uyghur minority is being massively oppressed. Despite a remarkably clear report by the United Nations High Commissioner for Human Rights, Michelle Bachelet, who has since left office, the United States was only able to collect 17 votes for its proposal.
