The executive specifies on Monday that there will be no “territorialization” in mainland France, with “a homogeneous application throughout the territory”.

Unemployment insurance reform is taking shape. After the adoption Thursday of the labor market bill by Parliament, the government unveils this Monday the details of this reform which aims to change the rules of unemployment compensation according to the state of the labor market. The Minister of Labour, Olivier Dussopt, launched a consultation with the social partners in early October, who were strongly opposed to the very idea of modulation.

This Monday morning, the government announced the thresholds that will be followed. Thus, when the unemployment rate is at 9% and the quarterly change reaches 0.8 points, “the status will change to red“. In this context, the rules of unemployment insurance will be relaxed, before being hardened “when the two quantities are below the thresholds for three quarters in a rowand that the status will revert to “green“. “This is a fair measure for employment“, assures this Monday the Minister of the Economy Bruno Le Maire on France info. The executive also specifies that there will be no “territorialization“rules in mainland France, with”a uniform application throughout the territory“. It should be noted that the reform will not be effective in Overseas France and that it will not concern entertainment workers, fishermen, dockers and expatriates either.

The adjustment variable therefore relates to the duration of compensation. Whatever the economic situation, a conversion coefficient of 0.75 will be applied to all durations of compensation, from February 1, 2023, “with a floor maintained at six months for the minimum duration of compensation“. When the labor market situation is less good, job seekers reaching the end of their rights will have the possibility of using “to a complement“. “Their compensation period will be extended by 25% up to the initial reduction linked to the application of the conversion coefficient“, completes the government.

The objective of these new rules is to encourage the French to go to work, and to facilitate the recruitment of companies. 400,000 job offers remain vacant today. Emmanuel Macron is aiming for full employment in 2027, i.e. an unemployment rate of 5% against 7.4% currently. “That 5% target would be a feat, it hasn’t happened since the 1970s», Notes Bruno Le Maire.
