The payment card is intended to prevent those seeking protection in Germany from transferring social benefits abroad. But it may not be money alone that attracts people to Germany.
The federal and state governments want to introduce the payment card for refugees; it is already being issued in some federal states. New arrivals in Germany will be able to use the chip card to shop, but will not be able to transfer money to their home countries or to smugglers.
