Doctoral theses on asylum law often begin unctuously. Constitution. The historical lessons from the Nazi era. The ancient Greek word asylum, which means “safe”, but also refuge from danger. Completely different Hans-Georg Maassen’s doctoral thesis. He is 34 years old when he submits it to the University of Bonn, a young officer in the Federal Ministry of the Interior, and he allows himself to remark that many of his older legal colleagues are unfortunately “not free from emotional considerations” when it comes to the issue of asylum . Maassen writes of the “political correctness” of those “who bear no direct responsibility for the whole” and of “sham morality”.
