A design for the new building envisages two ring-shaped buildings that are connected by a central building. The larger, southern ring of the building is intended to house a day clinic or a hotel and, with a diameter of 58 meters, could protrude five storeys high. The northern ring of the building is narrower, but higher: only 33 meters in diameter, but eight floors according to the plan, which are used as offices. A four-story intermediate building is to connect the two rings, each of which surrounds an inner courtyard. An underground car park would be created under the building; additional parking spaces could be created above ground in front of the clinic part of the building. In a variant of the design, the building complex extends even further north.

The building administration of the city of Garching rates the project generally positively. There is a legally binding development plan for the site of the business park; Since the Business Campus went into construction in 2005, a colorful mix of companies has settled there, not least to the delight of the city, which can count on reliable business tax income. Since the Business Campus is designed as a “multifunctional office and service park” according to its own objectives, it is open to commercial enterprises of all kinds as well as public companies to erect business, office and administrative buildings there; In exceptional cases, facilities for church, cultural, social and health purposes can also be approved.

A hotel business would be permissible at this point. However, the Garching construction authority points out that a special area has actually been set for hotels in the area of ​​the Business Campus and that another hotel location is not considered necessary. In the case of a day clinic, it would be a medical use that would have the prospect of an exemption – provided that the other details such as operating times and patient group also fit into the picture.
