  • At least 26 people were killed early Friday morning April 28 by several Russian cruise missile strikes on Ukrainian cities. This is the first wave of large-scale strikes since early March.
  • The missiles hit apartment buildings, causing the death of at least 23 people in Oumane (center), two others in Dnipro (center-east) and a 56-year-old man found under the rubble of his house in the province of Kherson (south).
  • “Every attack, every evil act against our country and [notre] people bring the terrorist state closer to failure and punishment”reacted on Telegram the Ukrainian president, Volodymyr Zelensky, who demanded an international “response” to the “terror” Russian.

  • Vladimir Putin signed a decree that residents of newly annexed Ukrainian territories may be expelled from their homes if they do not take Russian citizenship.
  • Regarding a future Ukrainian counter-offensive in the east and south of the country, “Preparations are coming to an end,” said Oleksii Reznikov, Ukraine’s Defense Minister. “The equipment has been promised, prepared and partially delivered. In a broad sense, we are ready”he added.
  • According to Oleksii Reznikov the powerful Abrams tanks promised by the United States “will not have time to participate in this counter-offensive”with their delivery to Ukraine not expected until the end of 2023.
  • On the diplomatic front, Volodymyr Zelensky announced on Friday having asked China for help in the case of the return of “deported” Ukrainian children by Russia whose number is officially estimated at at least 20,000 by kyiv.
  • The European Commission announced on Friday that it had concluded an agreement with five states of the Union, including Poland and Hungary, to guarantee the transit of Ukrainian cereals, after the import bans imposed by several of these countries and deemed “unacceptable” by Brussels.
