“For Emmanuel Macron, the pact is a ‘good managerial tool’ which will reward the ‘most motivated'”

Hello, the inter-union left the negotiating table in protest against this pact. Can you provide details about the definition of the missions of this pact, who will decide on this? Our hyperpresident?

The missions of the pact are very diverse, but priorities were defined yesterday by national education. In the second degree, the priority is to ensure short-term replacements, for 18 hours per year, or a brick of the pact (1,250 euros gross). For primary school teachers, the priority is to provide the hour of support in 6e, also for 18 hours per year. This means that the heads of second level establishments and national education inspectors in the first level will have to position teachers on these two missions as a priority.

Then, if someone takes a second brick from the pact, or if there are more volunteer teachers than needed, other missions are accessible. For school teachers, they will be able to help with the Homework done in colleges system, or provide support in schools. They will also be able to access other missions – we were told, for example, to train to become a disability referent at the school.

For the second degree, it seemed a little more vague to us: in addition to the replacements, the teachers are also invited to position themselves on Homework done, but there are other additional missions which are already remunerated, we call this the “allowances for specific missions”, the IMPs. This is what the teacher receives when he accepts a mission of discipline coordinator, or computer network manager, for example. At this stage, the IMPs are not abolished (they are already in the budgets) but we think that they will be included in the pact the following year.

Your question “Who decides?” also calls for another: which distributes missions ? These are the heads of establishments and the IENs. The first ones, which we had online yesterday, tell us that the thing represents a hell of a logistical challenge. It will be necessary to position the teachers, in priority therefore on the replacements, but then on the rest, by giving a little to everyone if there are a lot of volunteers. There will also be places where there will be less of them… And it will still be necessary to carry out the priority missions. The last unknown is indeed the total envelope “pact” distributed to each establishment. If all the professors of a college want to participate, will there be a “pact” for everyone? Hard to say for now. On the other hand, we were assured that if an establishment did not fully use its envelope, it could be transferred to another place where there are more volunteers.
