To “fill the lack of attractiveness” of the municipal police and remedy “insufficient capacity for action” in the face of delinquency, parliamentarians recommend in a report published Thursday a number of measures, including expanding the list of files accessible to these agents.
The “capabilities for action” of the municipal police, which have become the “third internal security force” (25,466 municipal police officers in 2021), “seem insufficient” in the face of “petty crime and everyday incivility”, estimate the deputies Lionel Royer-Perreaut (Renaissance) and Alexandre Vincendet (LR), co-rapporteurs of the information report on the “missions and attractiveness of the municipal police”.
Despite its territorial anchorage, the sector “struggles to recruit enough to meet the needs”, they add.
More visibility in competitions
At the end of their work, they formulate 44 proposals to “fill in the lack of attractiveness of the sector”.
They recommend in particular to attribute the quality of judicial police officer (OPJ) to heads of service and directors of municipal police, “without the possibility of collecting complaints and for precisely listed offenses”. They also call for expanding the list of police files accessible to these agents, in particular the file of wanted persons (RPF) or that of vehicles and objects reported stolen.
The co-rapporteurs also want to give municipal police officers “certain judicial police powers exercised by rural guards”. To facilitate recruitment, they recommend giving “more visibility” to competitions and “diversifying access gateways”. They also call for the reclassification “by 2030” of municipal police officers in category B.
