The Ministry of Economic Affairs has lifted the spending freeze on several KTF funding programs. It was imposed after the Constitutional Court ruling on the federal budget.

The spending freeze on several funding programs of the Federal Ministry of Economics in the Climate and Transformation Fund (KTF) has been lifted again. The ministry announced today that applications for the ministry’s funding programs in the KTF can now be submitted again and existing applications can be approved – but in accordance with the provisional budget management.

This affects, for example, a funding program for heat pumps or for the use of hydrogen in industry. This also includes programs for the decarbonization of industry and energy efficiency in industry and commerce.

reaction to the verdict Constitutional Court

On December 1st, the ministry imposed a pause on applications and approvals for its funding programs in the KTF. It was necessary after the ruling of the Federal Constitutional Court on November 15th. According to this, the government was not allowed to retroactively move 60 billion euros in unused credit authorizations for the fight against the pandemic into the KTF.

The funding of energy efficiency and renewable energy measures in the building sector (BEG) was excluded from the Ministry of Economic Affairs’ pause on applications and approvals. Applications could be submitted and approved here without interruption, as the Ministry of Economic Affairs emphasized today.
