Emmanuel Macron will be in Loiret on Friday, meeting young farmers to offer them “a pact of renewal and future for agriculture” at the agricultural fair of “Terres de Jim”, in Outarville. Accompanied by the Minister of Agriculture Marc Fesneau, Emmanuel Macron will deliver a speech in which he will take stock of “the major challenges” facing French farmers after a summer marked by a historic drought and the impact of the war in Ukraine. , in particular on cereal prices, indicated the presidency. Emmanuel Macron will speak on the sensitive issue of generational renewal in agriculture, which will be “the main object of this trip”, while some 100,000 farms are expected to change operators by 2030.
An update on crop insurance in the face of drought
With the objective of combining food sovereignty and ecological transition, it will propose “a renewal and future pact for agriculture”, which will notably go through a “guidance and agricultural future law in 2023”, which must itself set a course for 2030, added the Elysée. A consultation must open in the coming months to set the framework for this law, which is one of the president’s campaign promises. It will be a time for discussions between the Ministry of Agriculture, professionals, regions… which will allow the parameters of the law to be set.
The president will also take stock of the reform of crop insurance, which he announced at the “Terres de Jim” 2021 and which should come into force on January 1, 2023. This reform should put an end to the current system, which brings together the agricultural calamity regime – which can be triggered after a severe climatic episode but excludes field crops and vines – and the insurance regime.
Faced with climate risk, the FNSEA, the majority union, calls on farmers to take out insurance – only 30% of them are today in arable crops and 5% in arboriculture -, but battle over the deductible threshold for the operators. The president could also discuss the challenges of the common agricultural policy (CAP) for 2023-2027, France being the first beneficiary country of the CAP, with nearly 9.4 billion euros annually in subsidies.
