The understandable wishes of the administration would come “unfiltered” in the district council, says Schadt. This is handled differently in the district council of the Ebersberg district: There, the administration first creates a wish list for new positions, and the district administrator then filters them. After a zero round in 2022, the administration there applied for 36 new jobs this year, but only 16 new jobs were proposed to the committee after the cleanup by District Administrator Robert (CSU) Niedergesäß.
Schadt says his group would like to see a similar approach in the Munich district as in Ebersberg. “To believe that more bodies will solve the problems without taking a thorough and precise look at the processes behind them is a misconception,” explains Ottobrunner, who is running as the SPD’s direct candidate in the state elections in the Munich-Land North constituency. He also refers to the financial burden, especially on poorer municipalities, due to the district levy, which largely finances the district’s budget. According to Schardt, if newly applied for positions were not filled later, there would be a financial buffer for the district, but this would be at the expense of the municipalities due to the system. “The situation before us should motivate the circle to reduce buffers that have built up in the strong years, not to build up further.”
