State capture is a clean, formal phrase that describes a messy, ugly process. A political party or clique typically consolidates control over a state’s institutions only after years of bad legislation, concentrated propaganda, and many different forms of corruption. In some cases, constitutions have to be broken. Occasionally violence is required. Whole swaths of the public have to be persuaded, bribed, or frightened into going along.

Poland will hold its general election on October 15, Polish President Andrzej Duda confirmed Tuesday.
“The future of Poland is a matter for each of us! Use your rights,” Duda said on social media, announcing the election date.
Prime Minister Mateusz Morawiecki’s ruling nationalist Law and Justice party (PiS) currently leads the center-right Civic Coalition by 6 percentage points according to POLITICO’s Poll of Polls.

Belarus helicopters entered Poland’s airspace as provocation, report says – POLITICO
The incursion into Poland by two Belarusian choppers was a deliberate move intended to provoke Warsaw, according to a report published Wednesday in Polish media outlet Onet.
Minsk’s taunt prompted Poland to send more troops to its border with Belarus.
At first, Warsaw denied rumors of airspace violations by helicopters on Tuesday, but later explained that the border crossing took place in the area of Białowieża at a very low altitude, which made it difficult for radar systems to detect.

Polish Prime Minister Mateusz Morawiecki reportedly warned Saturday that a group of about 100 Russian Wagner mercenaries were moving through Belarus closer to Poland’s border.
Poland, both a member of the European Union and NATO, has accused Belarus of wielding “hybrid warfare” in facilitating illegal migration at the Polish border, suggesting Minsk has encouraged migrants to fly into Belarus under the false promise of easy access to the European Union, the BBC reported.
