Legal disputes via mobile phone: In Bavaria, complaints can be filed online with the courts or criminal charges can be filed with the public prosecutor’s office. “The judiciary is there for the people. That’s why we want to make access to our courts and public prosecutor’s offices as easy as possible,” said Minister of Justice Georg Eisenreich (CSU) on Wednesday in Munich. Anyone who wants to file a lawsuit in Bavaria using a smartphone or computer can save not only time, but also paper, mail and postage costs. Bavaria is the first federal state to create the possibility of filing complaints online via the citizen account – the service has been available since February. The Online Access Act obliges the federal and state governments to also offer their administrative services electronically via administrative portals by the end of 2022. Since 2018, lawyers have been able to submit all briefs to courts digitally via a special mailbox, said Eisenreich. They have been obliged to do so since the beginning of the year. In order to be able to use the online access, there is a link to the “Form for submitting electronic documents” on the websites of the respective courts and public prosecutor’s offices as well as in the Bayern portal. In the BayernApp, the form can be accessed via the “Electronic legal communication” link on the pages of the respective courts and public prosecutors’ offices. The registration then takes place via the so-called BayernID. An ID card that supports the electronic transmission of ID card data (eID) is sufficient. “The world is becoming more and more digital. The Bavarian judiciary wants to use the opportunities of digitization,” said Eisenreich. Since July 2021, for example, all 99 Bavarian courts have had access to a video conference system. In 2021 alone, around 10,000 negotiations were conducted digitally.
