A new study raises doubts about the effectiveness of sanctions. Can a citizen’s income really overcome Hartz IV without its abolition?
For Ulrich Schneider, the matter with the new citizens’ income is very clear. “People call it Hartz IV and they will continue to call it Hartz IV if it stays Hartz IV,” says the managing director of the German Parity Welfare Association. From Schneider’s point of view, the term Hartz IV will only come to an end if something fundamentally changes in two points: money and sanctions. And that puts you right in the middle of a fight.
