Bremen election: why counting takes so long

The 2023 citizenship election has been history since Sunday evening. The provisional end result is still a long time coming. How long exactly and why, we explain here.

Why are the results faster in other state elections?

This is due to Bremen’s comparatively complicated electoral system. Voters can cast five votes in the citizenship election. You can distribute the votes to parties and direct candidates as you wish, just as you can give all five votes to one party or one person. This makes counting more complicated and therefore more tedious than in other federal states.

When are all ballots counted?

The provisional final result for the citizenship election (state parliament) was available in the past election in Bremerhaven on Monday after the election. In Bremen, the count lasted until Wednesday. It is assumed that this election will take a similar amount of time, says Evelyn Irrsack, who heads the office of the election officers.

In Bremen, the count takes longer than in Bremerhaven. Why?

This is simply due to the different lengths of ballot papers in Bremen and Bremerhaven. In the Bremen electoral area, 258 people are running for a seat in the state parliament – in Bremerhaven there are 62. In Bremen there are almost four times as many election workers as in Bremerhaven (3,800 to 1,000), but the result in Bremen will probably not be available until Thursday.

How much will the preliminary end result differ from the current projections?

“In the past, the results of the extrapolations only deviated from the final results by a few percentage points (to the decimal place),” says Irrsack. The extrapolation is calculated on the basis of a first partial count. It also differs from the forecast that provided the first figures at 6 p.m. on Sunday evening: This was primarily based on surveys of voters when they left the polling stations.

When will the official final results be available?

The official final results for Bremen and Bremerhaven will be determined in the meetings of the electoral committees (May 26, 2023) and the official final result for the state of Bremen will then be determined in the meeting of the state electoral committee (May 31, 2023).
