Prime Minister Markus Söder recently unearthed a long-running issue: in the future, asylum seekers in Bavaria should increasingly receive benefits in kind instead of state payments, i.e. food packages, hygiene items, things like that. His thesis: without cash there are fewer incentives to flee.
