Italy’s data protection authority has blocked the AI-based chatbot ChatGPT for the time being. She cited violations of data protection and youth protection as the reason. In case of doubt, the developers of the software face a fine of millions.
The Italian data protection authority is pulling the plug on the chatbot ChatGPT for the time being. The software from the American developer OpenAI may only process the data of Italian Internet users “with immediate effect” to a limited extent, according to a statement. The word processing program did not comply with data protection and youth protection rules. Investigations have been launched.
The ChatGPT software processes text input using artificial intelligence (AI). Users can use the program to have a conversation, ask questions or enter commands just like with a real person. For processing, ChatGPT uses huge data sets from the Internet and independently places them in a suitable context.
Legal basis for data storage is missing
OpenAI has been banned from processing user data from Italy with immediate effect, according to the data protection authority. In particular, she criticizes that OpenAI has no legal basis for the mass collection and storage of personal data. The privacy advocates accuse the start-up of not telling its users what information they store. In addition, there are no adequate filters or blocks for children under the age of 13, who according to the terms and conditions are not allowed to use the ChatGPT software.
The US company should now “inform within 20 days about the measures taken,” the agency said. Otherwise there is a risk of “a fine of up to 20 million euros or up to four percent of the annual turnover”.
AI concerns experts
ChatGPT is one of the most successful AI-based programs on the market. After the initial euphoria about this new technology, experts are increasingly warning of possible dangers. More than 1,000 experts from technology and research – including Elon Musk – have already called for a break in development for new AI models until security standards have been established.
For its part, the police authority Europol said that criminals and fraudsters could take advantage of the applications. For example, chatbots could provide information “from breaking into a house to terrorism, cybercrime and child sexual abuse.” So far, there has been no independent control body or concrete state regulations.
