An electronic bracelet for quarantines? This is not a Senate bill

A report that never ceases to be talked about. At the beginning of June, Internet users were alerted that the Senate “proposes a system to deactivate your transport tickets or bank account if you ignore your quarantine”.

This is another excerpt from this report that worries today. The senators would have proposed to put an electronic bracelet to the unvaccinated, advance several Internet users on social networks.

FAKE OFF

“Just to say that we are proposing to put electronic bracelets on people to prevent them from going out is not fair reading!” », Explains to 20 minutes Véronique Guillotin, one of the co-authors of this report.

This report, which can be viewed online, is not intended to accompany a bill or a private member’s bill. Published on June 3, this document focuses on possible digital responses to future crises, health or otherwise. This is prospective work: “This report is outside the legislative framework, it does not serve as a support for a future law”, adds the elected RDSE, who signs the document with Christine Lavarde (LR) and René. Paul Savary (LR).

Véronique Guillotin is not surprised that passages taken out of context circulate. “We knew it was going to be resumed, but maybe not at this level of violence. There is bad faith, there were sentences taken out of context, without concern for analysis. We are also in an electoral context. “

Imagine several types of digital responses to crises

The senators list in this document several types of responses to future crises, whether they are health or of another nature. They thus offer a “toolbox”, a platform centralizing data from several players and which can be activated in the event of a crisis.

As for the proposal of an “electronic bracelet” in the event of quarantine, it is part of a range of measures which would aim to “constrain” and “control”. The senators also cite the “control of transactions” in order, for example, to detect a purchase of a medical nature. They also imagine a “control of the associates” to “go to see a vulnerable member of his family when one is contagious”, and “the control of the state of health via connected objects”.

“Do everything beforehand so as not to get there”

Senators note that “these tools [pour contraindre et contrôler] are the most effective, but also the most detrimental to freedoms ”. Why, then, consider them? “It would be irresponsible not to at least consider them, if only to convince oneself to do everything upstream to not get there. “

Throughout the text, the senators recall that, whatever the response chosen in response to a crisis, it must be “proportional” to the importance of the crisis. This use of digital technology should also make it possible to “individualize” the measures and to “limit them in time”, an option that is preferred by senators over measures that target all citizens, such as confinements.

Elected officials take the example of people who tested positive during this pandemic: “Only people diagnosed positive, ie 65,000 people currently [en mai 2021] (0.1% of the population), could be subject to specific health measures (quarantine), compliance with which would be controlled (geolocation, etc.) and, if necessary, strongly sanctioned ”. The rest of the population would have “no restrictions” imposed on them.
