It’s good manners for the new development aid minister to announce a “paradigm shift”, to say that from now on people in Africa will be helped in a more targeted manner, that human rights will play a greater role and that partnership must be designed on an equal footing. This has been the case for many years, with the exception of the FDP politician Dirk Niebel, who had to head a ministry from 2009 to 2013 that he wanted to abolish shortly before – Niebel’s personal paradigm shift.
