Accommodating the Ukraine refugees: Register faster, distribute better

The prime ministers are discussing the accommodation of the Ukraine refugees today. According to the new draft resolution, they should be registered more quickly. A working group is to determine how much money the federal government will make available.

The federal and state governments want to speed up the registration of people who have fled Ukraine. This emerges from the new draft resolution for the consultations between Chancellor Olaf Scholz and the 16 Prime Ministers in the afternoon ARD Capital Studio present. “The Federal Chancellor and the heads of government of the federal states consider it essential to register those who arrive quickly and easily,” says the ten-page draft.

The federal and state governments would ensure the registration of those who remained in Germany in the central register of foreigners. The federal government supports this “personnel and material”, in particular with the provision of personalization infrastructure. In addition, the federal government should promote close consultation with European partners.

1000 euros per person per month

The federal government is committed to its financial responsibility, but does not yet want to guarantee the states and municipalities an exact amount of support. Instead, the draft now says that a working group should be set up to present the results by April 7th at the latest.

The German Association of Towns and Municipalities expects billions in costs from taking in people from the Ukraine. “About 1,000 euros per person and month must be set aside for accommodation and integration,” calculated the chief executive of the Association of Cities, Gerd Landsberg, in the “Bild” newspaper. The municipalities are “faced with huge challenges in terms of accommodation and care”. The “billions in expenditure” would have to be “taken over by the federal and state governments”.

Online portal for refugees

The Federal Ministry of the Interior wants to improve help for refugees from Ukraine with a new online portal. The website www.Germany4Ukraine.de should be “a trustworthy, secure, digital contact point with the most important first information after their arrival in Germany”, said the ministry at the start of the portal.

The information is available in Ukrainian, Russian, English and German. Among other things, you can find information on accommodation, medical care, work permits, right of residence, school attendance and studies as well as numerous other answers to frequently asked questions from refugees.

“Limited controls”

According to the draft resolution, the refugees should be distributed evenly across the federal states. At the same time, problems are referred to “because the refugees are initially free to choose their place of residence before a request for protection is made, so there are initially only limited control options”.

Large cities are particularly affected

So far, around 175,000 people from Ukraine have been registered in Germany, but the actual number is likely to be far higher. Large cities like Berlin are particularly heavily burdened when it comes to caring for the refugees.

“In this acute situation, we expect additional clear commitments from the federal government in terms of organizational, personal and financial support, which we urgently need not only in Berlin,” said Berlin’s Governing Mayor Franziska Giffey to the newspapers of the Funke media group with a view to the federal country meeting.
