Culture as food, culture as social glue, culture as a substitute for religion, culture as state representation: During the eight years of the term of office of Minister of State for Culture Monika Grütters (CDU), culture was given more tasks than was perhaps good. On the other hand, she was also lavishly rewarded for it – Germany’s cultural sector may never be so generously funded again. Grütters wanted nothing to do with the anti-cultural neoliberalism that spread from the USA and Great Britain in the 1990s, or with third-party funding or sponsorship. Culture was too important to her to let the state finance it.
