A quarter of Parisian housing exceeds the rent limits

A quarter of Parisian rents more expensive than they should. And this despite, the regulation of rents. A study by the Rent Observatory of the Paris agglomeration (Olap), unveiled this Thursday, reveals that in 2020, 26% of the moves ended with a rent above the ceiling in Paris, or two points less compared to the second half of 2019. The overruns concern more the smallest dwellings, with six dwellings of less than 20 m² out of ten affected against 16% of two-room apartments.

According to this study based on “3,973 housing units representative of the private unfurnished rental stock of the capital”, these surpluses represent on average 12% of the total rent after a move in, or 168 euros more to pay each month for the Parisian tenants concerned. According to Olap, “the supervision in 2020 shows, during the moves, an average drop in rents above the ceiling […]. The moderating effect of supervision is […] undeniable, although moderate ”.

The City of Paris will be able to sanction non-compliance with the rent framework

Provided for by the Elan law of 2018, the rent framework initially concerned only Paris and Lille, before being extended to nine cities of Seine-Saint-Denis in the Parisian suburbs, and at the beginning of September to the metropolises of Bordeaux, Montpellier and Lyon. This Thursday, the deputies decided to put in the hands of voluntary local communities the power of sanction against the lessors going beyond the framework of the rents, a provision in particular demanded by the elected Parisians.

Since 2019, 10 administrative fines have been drawn up by the Prefecture of Ile-de-France seized of 98 cases, said Mickaël Nogal, co-rapporteur of the decentralization bill known as “3DS”.
