The person suspected of kidnapping her is her mother Tracy, also known as Chelsea, Ngoie. Aged 21, she is 1.73 meters tall, of African type, has black eyes, black hair, is of normal build, wears a white t-shirt, gray pants and a hat in red satin.

The child was taken from the Meaux hospital center this Thursday, January 18 between 7:35 p.m. and 8:30 p.m.

The baby was hospitalized for health problems

The Meaux public prosecutor will hold a press briefing regarding this kidnapping alert at 7 p.m. this Friday. The baby had been hospitalized since his birth for health problems, BFMTV learned from a police source.

According to this same source, the kidnapping alert was triggered by the prosecutor due to the limited resources available to the mother, the current weather outside, and the fact that the baby was hospitalized until now.

Four criteria to trigger a kidnapping alert

The criteria for triggering a kidnapping alert are as follows: it is a proven kidnapping and not a disappearance, even if worrying, the victim is a minor, their physical integrity is in danger and the prosecutor has information whose broadcast may allow the location of the child or his or her abductor.

“Its triggering allows the rapid dissemination, throughout the national territory, of precise information with the aim of finding the child as quickly as possible,” explains the Ministry of Justice on its site.

The kidnapping alert has been triggered 29 times since 2006. In 28 cases, it made it possible to find the child alive. The only case where the child was found dead was that of Vanille, killed in Angers by her mother in 2020. Her previous activation dates back to June 7 for the kidnapping in Dunkirk (North) of little Malek, 8 years old, found safe and sound in Italy with her father the next day.
