S.The representatives of SPD, Greens and FDP appeared on Friday afternoon in the Berlin CityCube in front of the press to present the result of their explorations. Everyone praised the good manners and interactions that had been maintained with one another, above all the SPD candidate for Chancellor Olaf Scholz, who spoke first.
But what exactly have the three parties, who want to start the coalition negotiations soon, agreed on? There were enough difficult points. We present the most important points from the twelve-page paper.
Climate change, digitization, securing prosperity, social cohesion and demographic change are named as the most important challenges for the next few years. “The basis for this is a comprehensive renewal of our country.” Everyone agrees. The key terms are: departure, progress and change.
The differences between the Ampel partners are now to become an advantage: the paper speaks of an “innovative alliance”. The partners call themselves a “progress coalition” that could set the course for “social, ecological, economic, digital and societal renewal”.
There shouldn’t be a cook and a waiter, but rather equal partners at eye level. You want to form a stable government.
Modern state and digital awakening
Digitization should make people’s lives easier. The state should be able to act faster and more effectively. Administrative, planning and approval processes are to be accelerated. In the first year of the coalition, the decisions are to be made in order to be able to implement private and state investments quickly and accurately. The duration of the proceedings is to be halved. The federal government’s digital skills are to be reorganized. Your own digital ministry? There is nothing about this in the paper.
Of the federalism is important, but there should be closer and binding cooperation between the federal, state and local governments. The explorers want to look more closely at East Germany and strengthen the dialogue with citizens.
Climate protection in a socio-ecological market economy
The climate crisis is one of the greatest challenges of our time. However, there are also opportunities in overcoming them: new business models and technologies. Germany must be brought on the 1.5-degree path, “as the Paris climate treaty and the decision of the Federal Constitutional Court dictate”.
The Climate Protection Act is to be further developed in the next year and an immediate climate protection program is to be launched. All sectors are included. There will be a multi-year overall account to document the progress. Renewable energy should be able to be expanded more quickly. Here, too, the approval process is to be accelerated.

Two percent of the land area should be used for wind power. The capacities for offshore wind energy are to be increased considerably.
“Ideally” the phase-out from coal-fired power generation will be successful as early as 2030. Modern gas-fired power plants are also to be built for this purpose. The regions in structural change are to be supported. “Nobody will fall into the mountain-free.” During the legislative period, the financing of the EEG surcharge through the electricity price will be ended as soon as possible.
Germany is to become the lead market for electromobility. There will be no speed limit.
Respect and opportunities in the modern world of work
Employees want to be flexible, but they also need security. Trade unions are to be supported in introducing flexible working time models.
The minimum wage will be increased to twelve euros, “in a one-off adjustment”. Then the minimum wage commission should decide again. The mini-job limit is increased to 1,600 euros, which was what they wanted in particular FDP.
