As different as the two major events of our time, the corona pandemic and the Russian attack on Ukraine, may be, they both have in common that they completely surprised the public, civil society and politicians in this country. The pandemic was only to be fought with washing hands and sneezing into the crook of the arm while the search for masks began and planes from China were still landing at Frankfurt Airport. The hours and days after Putin’s marching orders were marked by the shocking realization that Germany was not prepared militarily, diplomatically or even in terms of energy policy for this eventuality.
