Taking stock, Angela Merkel likes to say, she leaves that to others. For real? Berlin, in July, the Chancellor’s last summer press conference. The flood disaster has raised awareness of climate change, it has to answer questions: Why did she, the physicist, environment minister and chancellor, not do more for the climate? Why didn’t it use its popularity to push reform-shy Germans into the climate-neutral age?
