The decisive factor will be whether China and the USA, as the largest CO2 emitters, follow suit. “We will also deal with this government’s very large, ambitious plan to ensure that we become a climate-neutral industrialized country, that we make progress in improving our country’s digital infrastructure, and that we solve such urgent problems as housing construction . All of this requires us to be faster.” A faster pace, according to Scholz, applies above all to planning and approval processes.
