The President of the Republicans of the Île-de-France region Valérie Pécresse deplored the drop in allocations allocated to local authorities and the increase planned for the presidency’s budget, in the 2025 finance bill. The Élysée explains to BFMTV.
The president of the Republicans of the Île-de-France region Valérie Pécresse denounces this Saturday, October 12 on her X account the increase in the budget of the Élysée, while Prime Minister Michel Barnier presented Thursday the 2025 finance bill marked by 60 billion euros in savings.
“Small morning mood swing: regional allocations will fall by 5% in 2025… but we learn that the budgets of Parliament and the Élysée will increase by 1.7% and 2.5%. With 41 ministers in the government?”, deplores the regional president, while the regions, departments and municipalities will have to participate in the budgetary effort to the tune of 5 billion euros in 2025.

Efforts required in many sectors
The draft budget presented by the head of government, and which must still be debated in the fall by Parliament, provides for 40 billion euros in spending cuts as well as 20 billion in tax increases, intended to lower the deficit which should reach 6.1% of GDP in 2024, very far from the 3% demanded by Brussels.
Many sectors are affected by budget cuts since 2,201 civil servant positions will be eliminated, notably in National Education, and ministries will be asked to save 5 billion by amendment and the freezing of credits.
Apprenticeship aid will take a hit, as will reductions in corporate social security contributions, while Social Security will have to make 15 billion euros in savings. Efforts which have been denounced, in particular by teaching unions.
The regions are also concerned. “Local authorities will take their fair share in efforts to control the public balance. This contribution will involve various measures involving local authorities, in particular the largest of them, which are included in the PLF 2025”, indicates the text .
“Additional allocation” requested after dissolution
The Élysée, the National Assembly and the Senate, however, are not affected by these savings. In the 2025 finance bill, 125.6 million euros are allocated for the Presidency of the Republic in 2025, while it had received 122.5 million a year earlier, 617.9 million for the Assembly national, against 607.6 in 2024, and 359.4 million euros for the Senate in 2025 against 353.4 million in 2024.
Why such an exceptional regime? The Macronist MP for Haut-Rhin Brigitte Klinker assures Release that these increases are only intended to compensate for the increase in prices. “Historically, there was an indexation of the state allocation to inflation,” she recalls.
From BFMTV, the Élysée specifies that “in the construction of its 2025 budget, the presidency strictly applied the inflation rates set as an objective by Bercy to the ministries, namely 1.6% for operation and investment and 3 .1% for the payroll. The envelope dedicated to the activity of the President of the Republic for the coming year will be unchanged.
It is also specified that “between 2023 and 2024, the increase in the allocation allocated to the Presidency of the Republic was +10.95% or 12 million euros compared to +2.5% between 2024 and 2025, i.e. 3 million euros The increase in the budget was therefore divided by 4”.
The National Assembly also announced in September that it wanted to request an “additional grant” of 28.54 million euros from the State to compensate for the impact of the dissolution on its operating budget in 2024.
