Security guarantees for Ukraine should be long-term. “Armament is part of the whole,” says Mölling, but nuclear deterrence would also play a role. This can only be obtained from the European states as part of NATO. If the country did not have this support from NATO, it would start producing nuclear weapons itself. “Ukraine should have basic knowledge of this,” says the military expert.

The western partners would then be in a dilemma: there would be the risk of another state with nuclear weapons. But they couldn’t say it’s “a stupid idea” because they supported Ukraine against Russia and would continue to support it.

Arguments for Ukraine to join NATO

As a further argument for joining, Mölling names an economic one. The reconstruction would have to be financed by loans, the interest of which represents the risk of renewed destruction. This means that if the risk of another war is greater, reconstruction will be more expensive. Mölling believes that there are “communicating channels between expenditures in the military and economic areas.”

He sees a danger in letting Ukraine join the European Union before it is part of NATO. “The European Union also has a mutual assistance clause.” Russia would probably test these if Ukraine becomes a member. However, the EU will not be able to provide sufficient assistance to Ukraine, which also relies on NATO. “Joining NATO is also a protection for joining the EU,” says Mölling.
