There has been a legal right to a daycare place for ten years. It’s not worth the paper it’s written on. There is a shortage of over 400,000 daycare places in Germany. Those who suffer are still the women who stay at home and look after their children.
Sure, a lot has happened. Parental allowance has been available since 2007. Each parent is entitled to parental leave for up to three years. However, only one in ten fathers uses it for longer than two months. And more than half of fathers don’t take parental leave at all.
