“Overt” hours of garbage collectors who are not really

In its report, the CRC considers that “the HR organization of the collection service mainly presents serious weaknesses which should be remedied as soon as possible. “Among the main criticisms, a somewhat obscure system of attribution of so-called” overtime “to the agents of the collection,” based on the principle of the fixed price “.

This “overtime steering wheel” system was put in place to respond to “the workload plan of the territorial councils to ensure, in particular, the waste collection service”. But the CRC believes that these overtime hours are not really, “since the hours thus worked are an element of response to the load plan, and not to any” overload “of activity”. And to drive the point home a little more: “The overtime hours thus allocated in no way correspond to an exceptional character since they are perpetuated over time. “.

However, this system seems to have gained momentum. “The allocation of overtime to agents in charge of collection has changed by more than 41% between 2016 and 2019, writes the chamber. In addition, in 2019 alone, the use of individual data revealed that more than 4,400 overtime hours were paid in excess of the 25 regulatory “maximum monthly stipulated by law,” for a cost approaching 100,000 euros. . “

No control of working time

This issue of overtime is all the more problematic as at present, it is difficult to know the actual working time of garbage collectors, in the absence of means of control, according to the report. “With the exception of the territorial council 5 [Istres] and 6 [Martigues], no major site has a badge, deplores the regional chamber of accounts. For the vast majority of staff dedicated to collection or processing, the presence / absence check-in is the responsibility of the individual and / or the dedicated local hierarchical level. “

The CRC therefore recommends “the deployment and commissioning of badge readers” in order to improve the situation. Asked about the subject on the sidelines of the press point announcing an agreement between the metropolis and FO on the working time of collection agents this Friday, Patrick Rué affirms that “the question has not been addressed by management. “But do not expect me to say good things about the badgers”, warns the general secretary of the majority union among the local people of the metropolis.

Delay in selective sorting

Blame it on “the absence of an incentive fee on the one hand, and above all due to collection cycles whose frequencies should ultimately be reversed between those dedicated to household waste and those dedicated to selective collection”. Consequence: the share of final waste brought to be buried and incinerated remains high, even if, as the report notes, “it is decreasing from year to year. “” The chamber observes that at this stage, the tonnages collected annually per inhabitant are below the objectives that the metropolis has set for itself. They also fall short of the objectives imposed by law. “

A high cost

The CRC also points to unusually high waste collection costs compared to the national average. In 2019, this collection cost 183 euros per inhabitant of the metropolis and 278 euros per tonne of waste, against 124 euros per inhabitant in France and 224 euros per tonne. “The costs observed in Marseille are 13% higher per inhabitant and 30% per tonne”, regrets the report. It is even in Marseille itself that the situation is the most worrying in this area, since this cost per tonne is up to 130% higher than in certain other towns in the metropolis.

A certain immobility since the creation of the metropolis
