The French Hospital Federation pleads for the pension reform to finance old age

The pension reform should help finance the care of dependent elderly people, pleads in an interview with the Sunday newspaper Arnaud Robinet, President of the French Hospital Federation.

The FHF, which represents 3,000 public Ehpad, will propose an “ideal” bill to take charge of dependency, intended to fuel debates on the subject within the framework of the National Council for Refoundation. It proposes to “review the economic model of public nursing homes”, 85% of which “will be in deficit this year”, by “indexing revenues on the evolution of expenditure”, explains Arnaud Robinet.

100,000 additional positions needed

The FHF also pleads for the creation of 100,000 additional positions devoted to old age by 2030. “The government has planned to create 3,000 more positions in 2023, that is not enough. It’s a vicious circle: as long as we don’t set a goal of massive job creation, we won’t be able to recruit because the workload is overwhelming,” judge Arnaud Robinet.

To do this, it recommends “strengthening training, increasing the number of places in schools, developing the validation of acquired experience and learning, continuing to raise wages”, and setting up “a real recruitment campaign, as the Ministry of Defense did”.

Four to six million additional 75-84 year olds by 2030

The FHF also calls for the sustainability of the investment aid provided for in the Ségur de la santé, “i.e. 500 million per year”, to modernize the Ehpad, and to review their operation so that they become “the core of the aid at home in a territory”.

Recalling that “the population of 75-84 year olds will increase by 4 to 6 million by 2030”, Arnaud Robinet also proposes setting up a “housing shield” to “compensate for the difference between the resident’s income and the cost of nursing homes”.

To finance these measures, “the pension reform seems the most logical track”, argues the manager. “This reform, if it is implemented, must save the pay-as-you-go system but also finance the care of our seniors. It may also be necessary to discuss with mutuals and social partners ”and possibly consider” an autonomy component in the contracts of complementary health ”, according to him.
