The taking of leave and special leave of absence for childcare will be facilitated for all public officials, following the closure of schools, said Friday the Minister of Transformation and the public service, Amélie. by Montchalin.

“First of all, we facilitate the taking of leave,” said the minister, referring to the new health restrictions and the consequences of the closure of schools, during a telephone press point. They will “not be imposed”, she assured.

Special leave of absence in the event of non-teleworkable assignments

In addition, all people “who have to look after children under 16 and who have missions that cannot be teleworked, have the possibility of benefiting from a special leave of absence (equivalent to partial unemployment in the private sector). », She added.

All “parents of children who are usually in nurseries, nursery schools or primary schools, will be able to justify, as in the private sector, that if the situation does not allow them to telework because they have no solution of guard, they will be able to benefit from a special authorization of absence ”.

For agents having the obligation to be at their place of work, like caregivers or law enforcement, “children will be welcomed in schools and extracurricular structures as in March 2020”, further clarified the Minister, ensuring that “all situations (would) be covered”.

Teleworking must be “intensified”

Regarding teleworking, as in the private sector, it must be “intensified”. “57% of agents were teleworking in the state civil service last week, 76% in central ministries, half of which doing 4 to 5 days (remote work) per week. In terms of decentralized services, teleworking still concerns a third of the agents at the rate of 4 to 5 days per week ”, specified Amélie de Montchalin.

In terms of equipment for teleworking agents, 50,000 computers are being delivered and will be provided by the end of the year. A budget of 200 million euros is dedicated to IT and digital tools for public officials as part of the recovery plan, she recalled.
