No sooner had Russia invaded Ukraine than the European Union struck back. She froze Russian state assets, imposed export bans and imposed sanctions on politicians and oligarchs. As quickly and decisively as the EU states reacted, the German authorities were overwhelmed: How should the ever-growing list of sanctions be enforced, oligarch assets tracked down and the flow of money from sanctioned Russians stopped? German law did not provide enough for this, the federal government hastily introduced its own law for the enforcement of sanctions. That will now, almost four months later, be replaced again.
