Prime Minister’s Conference: New Corona Measures on the Horizon

2G in retail even with low incidence and contact restrictions when unvaccinated people are in the room: A draft for the federal-state conference suggests tightened measures to fight the corona pandemic.

At the Prime Minister’s Conference on the Corona situation on Thursday, new regulations could be adopted that go beyond the previous level. This emerges from a draft by the Federal Chancellor and the heads of government of the federal states, which the ARD capital studio is present. The paper states that the situation in Germany is “very serious”. In an “act of national solidarity” they want to ensure that the number of infections decreases and the burden on the health system is relieved.

2G rule in retail – independent of incidence

According to the draft, the plans of the federal and state governments provide for a nationwide 2G rule to be introduced in retail. According to this, only those who have been vaccinated and those who have recovered are allowed to enter shops – regardless of the seven-day incidence and thus also in places where the number of infections is low. Everyday shops are exempt from the 2G rule.

According to the preliminary paper, access to facilities and events of culture and leisure, such as the cinema, theater and restaurants, should only be possible nationwide, regardless of incidence, for vaccinated and convalescent people (2G). In addition, a current test could be prescribed (2G-Plus).

A maximum of 10,000 people at outdoor events

Large events could also be significantly restricted. According to the draft, limits are set in terms of occupancy and the maximum number of spectators. A maximum of 5,000 people could then come together indoors and 10,000 outdoors.

In regions with an incidence of more than 350 new infections, clubs and discos are to be closed according to the draft.

Fewer contacts for unvaccinated people

The federal and state governments are also planning strict contact restrictions for unvaccinated people. Private get-togethers in public or private spaces, in which non-vaccinated and unconcealed people take part, should then be limited to one’s own household and a maximum of two people from another household. Children up to 14 years of age should be exempt from this.

Spouses and life partners as well as partners in a cohabiting partnership are therefore considered to be one household, even if they do not have a common place of residence. Private meetings, in which only vaccinated and convalescents participate, should be exempt from the contact restrictions according to the paper.

New vaccination offensive by Christmas

In addition, according to the preliminary paper, it is planned to start a new vaccination offensive by Christmas. Until then, you need up to 30 million additional vaccinations in the form of booster, first and second vaccinations. An expanded federal-state crisis team is supposed to deal with problems that arise, for example with logistics and vaccine deliveries.

In order to implement the vaccination campaign, the group of those authorized to carry out vaccinations is to be expanded – for example to include pharmacists, dentists and nursing staff. In addition, a permanent legal change should be created in order to expand the group of beneficiaries.

Vaccination could come from the end of February

Because the vaccination protection decreases significantly over time, the vaccination status should lose its recognition as “complete” after a certain period of time, unless it is refreshed.

According to the draft, the German Bundestag will decide on the introduction of a general compulsory vaccination based on group proposals. The obligation to vaccinate can take effect as soon as it is ensured that all those willing to be vaccinated can be vaccinated promptly. This could be the case from the beginning of February. According to the draft, the ethics council should develop a recommendation for the federal and state governments by the end of the year.
