What the PS crisis resolution agreement contains

At the very beginning of the afternoon, the 180 delegates of the Socialist Party must ratify the memorandum of understanding drawn up since yesterday between Olivier Faure and his rival Nicolas Mayer-Rossignol. During a press briefing at midday, the outgoing first secretary communicated the text of this protocol to the press. Two points were particularly burning: the place of Nicolas Mayer-Rossignol’s motion within the socialist organization chart and the perspective on the agreement with Nupes, of which La France insoumise is a part.

On the first subject, the text endorses the reappointment of Olivier Faure as first secretary of the PS. Nicolas Mayer-Rossignol becomes one of the first two delegated secretaries, alongside the town hall of Nantes Johanna Rolland, a supporter of Faure. Without mentioning in particular the agreement to unite the left with the legislative elections, the text agrees “on a strategy of rallying the left and ecology while expressing the need that, during this rally, the Socialist Party once again become its central and propelling force”.

Socialist Collective Governance and Gathering Pact

“This proposal is the result of joint work by Olivier Faure, first secretary, Nicolas Mayer-Rossignol and Hélène Geoffroy.

It stems from the reaffirmed will of the various orientation texts to work and express itself in the sole collective interest of the Socialist Party.

It allows the implementation by the Management of the guidelines adopted on January 12 by the activists and is part of the desire to pursue, with respect for sensitivities, a strategy of bringing together the left and ecology while expressing the need that, during this gathering, the Socialist Party once again become its central and propelling force by affirming its project and its proposals.

Everyone regrets the existence of irregularities during this congress. But the parties recognize the quality of the democratic functioning of the Socialist Party, one of the only formations in France to have its debates decided by its militants. The project of transformation of our party will allow in the coming months to open it widely on the society, to reinforce the role of the militants in the decision-making, and to review in depth the statutes and the rules of common life. This project will be like the others carried out jointly and jointly.

Considering that the ballot of January 12, 2023, organized within the framework of the 80th congress of the Socialist Party, gave rise to a result validated by all the parties, and giving 20.34% to TO1, 49.15% to TO2 and 30.51% at TO3;

Considering that the Verification Commission adopted on January 22 the results of the January 19 vote. They were not recognized by TO1 and TO3;

Considering the desire of the parties to find ways of bringing people together;

Considering the social emergency, and in particular the mobilization to be organized in support of the

trade union movement and with other left-wing and ecology political parties against the government’s bill to raise the retirement age to 64;

This pact is made up of this prerequisite and the following points which are inseparable:

1) The first secretary Olivier Faure, first signatory of TO2, is accompanied in

the exercise of its missions by two first deputy secretaries: the first signatory of TO3, Nicolas Mayer-Rossignol, and Johanna Rolland.

2) The 1st Secretary and the first delegated secretaries meet at least once a week, and as often as necessary for the exercise of the functions provided for in point 3. They work in a collegial manner, seeking consensus.

3) They meet in particular, in respect of the prerogatives of the National Bureau and the National Council, to deal with important questions relating to the life of the party, its strategies and major issues, its relations with its partners, its public expression . They report to the national office and to the national council.

4) They undertake to keep their exchanges confidential and to respect and carry out jointly the decisions taken within them by mutual agreement or taken by the national office or by the national council.

Everyone undertakes in their expressions to respect the political line defined to preserve coherence and solidarity.

5) They agree to work on a reform of the method of election within the Socialist Party, within the broader framework of the party’s transformation project, in order to establish secure voting methods, as well as the methods of constitution and functioning of the bodies responsible for organizing the electoral process, examining disputes and announcing the results. The proposals will be submitted to a militant referendum and will come into effect from the next elections.

6) In order to preserve the unity of the Party and allow the gathering of the socialists, it is recorded that Hélène Geoffroy, first signatory of the TO1, is president of the National Council and that the TO1 does not integrate the Management.

7) A committee will regularly bring together the main leaders of the party as well as the presidents of the parliamentary groups and those, or failing that, the leaders, of the large networks of local elected officials.
