In the fight against the Bundeswehr’s sluggish procurement system, the new Defense Minister Boris Pistorius (SPD) claims to have already found the way to success: A decree from the top of the ministry basically stipulates that the procurement officers take the “time factor” for their work is decisive. Is it supposed to be so easy – by order from above – to implement what at least three predecessors, expert groups and a former Secretary of State for Armaments, who came from the business world, had failed to do? It is worth a try.
