But there is a glimmer of hope, at least for all those who are not looking for anything of their own and live in one of the so-called conservation statute areas. Until a court ruling overturned the practice, the city had a right of first refusal when real estate came on the market and was thus able to protect tenants from exorbitant price increases. Municipalities could now regain this right. It is constructive reading – because sooner or later almost everyone looks around for an apartment.
